New York State Civil Service Commission

The New York State Civil Service Commission is a New York state government body〔Civil Service Law § 5. "There shall continue to be in the state government a department of civil service. The head of the department shall be the president of the state civil service commission who shall be responsible for the discharge of the duties and functions of the department. () The state civil service commission is continued and shall consist of three commissioners who shall be appointed by the governor, by and with the advice and consent of the senate, not more than two of whom shall be adherents of the same political party. The governor shall designate one of the members of the commission to be president of the commission and such member shall serve in the capacity of president during the pleasure of the governor. ()"〕 that adopts rules that govern the state civil service; oversees the operations of municipal civil service commissions and city and county personnel officers; hears appeals on examination qualifications, examination ratings, position classifications, pay grade determinations, disciplinary actions, and the use of preferred lists; and requests to continue the employment of individuals who are retired.〔Civil Service Law § 6〕 Its regulations are compiled in title 4 of the ''New York Codes, Rules and Regulations''.
It is composed of three members: the President of the Commission, who is also the head of the Department of Civil Service, and two commissioners.〔〔 Members are appointed by the Governor with the advice and consent of the Senate for terms of six years, and not more than two of the three can be members of the same political party.〔〔
